The Army Scholarship Foundation (ASF) is a charitable, non-profit organization dedicated to providing college scholarships for the children and spouses of current and former U.S. Army members. Founded in 2001 by Army veterans, ASF is entirely volunteer-run and directs 98% of donated funds to scholarships—making efficiency and accuracy in scholarship management a top priority.
Each year, ASF receives thousands of complex applications that include sensitive documents such as IRS 1040 forms, FAFSA reports, and proof of service records. Before adopting Reviewr, ASF relied on a patchwork of tools—website forms, spreadsheets, email inboxes, and file-sharing sites—to process and evaluate submissions. As volume grew, this system became unsustainable, raising concerns around data security, manual errors, and reviewer bias.
ASF implemented Reviewr’s scholarship management software to securely collect, manage, review, and report on all applications in one centralized, compliant, and user-friendly platform.
ASF’s mission depends on efficiently identifying and rewarding deserving Army families. However, before Reviewr, their manual and disconnected process created significant challenges:
Without automation and data security, the foundation risked inefficiency, delays, and potential data exposure.
ASF turned to Reviewr to transform their scholarship operations into a secure, automated, and fair end-to-end process.
1. Streamlined and Secure Submission Process
Applicants now complete a guided online application that ensures all required materials are uploaded in the correct format. Reviewr’s encryption, access controls, and secure file handling protect sensitive documents like IRS 1040s, DD214s, and FAFSA records. The platform’s mobile-friendly design makes it simple for military families around the country to apply, even with limited access to technology.
2. Automated Reference Requests
Reviewr powers a dedicated reference request workflow, allowing applicants to nominate their references directly in the system. References receive automated invitations to a secure portal where they can submit their recommendation. ASF can track pending and completed references in real time, with automated reminders ensuring completion before review.
3. Fair, Multi-Phase Review Process
Using Reviewr’s randomized reviewer assignment feature, ASF distributes applications evenly among reviewers to avoid bias. PII such as applicant names and financial details are redacted during review to maintain fairness. Evaluators score submissions qualitatively using structured rubrics inside Reviewr.
ASF also leverages ReviewIQ, Reviewr’s normalization engine, to correct for scoring inconsistencies between reviewers—ensuring objective results even when evaluators score different subsets of applications.
4. Multi-Stage Program Management and Impact Tracking
Selected scholars continue to use Reviewr to submit acceptance packets, including fund distribution details, school verification, and required documentation. Over time, Reviewr enables ASF to collect self-reported impact updates, allowing scholars to share how the scholarship has supported their academic and personal growth. This data helps ASF demonstrate program effectiveness and overall return on investment (ROI) to donors.

Through Reviewr, the Army Scholarship Foundation transformed its scholarship management into a secure, automated, and data-driven process that aligns with its mission of serving Army families.
By reducing administrative burden and ensuring fairness and transparency, ASF can dedicate more focus to its true purpose—supporting the educational dreams of Army children and spouses while maintaining the highest standards of efficiency, privacy, and integrity.
